U.S. accounting standards (as the body of authoritative rules for measuring profit and preparing financial statements that are included in financial reports by a business to its outside shareowners and lenders). They are mandatory for all companies required to prepare audited financial statements in the U.S. and prescribe in detail which options are permissible for reporting company income and expenses. Because companies from the EU are also represented on capital markets in the USA, they apply GAAP (instead of IAS or IFRS) in their accounting. However, since 2001 (bankruptcy of the Texas energy company Enron), there has been a tendency in the U.S. to apply the (in some respects arguably better) rules of IFRS. – On the stock exchanges of the EU, financial statements according to GAAP are not (yet) officially permitted. However, some regulatory authorities, such as the German and the British, tacitly recognize GAAP. As of the beginning of 2009, foreign companies in the USA are exempt from the obligation to reconcile balance sheets prepared in accordance with IFRS (full IFRS) with GAAP, which previously required a great deal of effort (double accounting). Financial statements prepared in accordance with IFRS – but not in IFRS dialects – will then be fully recognized. – See IFRS dialects, rule makers, rule based. – See Deutsche Bundesbank Monthly Report of January 2002, p. 41 ff; ECB Monthly Report of May 2002, p. 20 ff; Deutsche Bundesbank Monthly Report of June 2002, p. 41 ff (comparative overview p. 45); ECB Monthly Report of February 2004, p. 77 ff; ECB Monthly Report of May 2005, p. 93 ff; BaFin Annual Report 2007, p. 64 ff (foreign issuers are allowed to present IFRS financial statements in the U.S. without reconciliation to GAAP).
