The Barro–Lee indicator measures the share of the population aged 15 or over that has completed primary education. It records an attained level of schooling rather than current enrolment or attendance, and is generally expressed as a percentage of the relevant population. The measure is used in cross-country and time-series analysis of education, human capital and economic development.
