Principle of discontinuity
In Germany, legislative projects of the Bundestag are subject to this principle: at the end of a legislative period, all procedures that have not yet been completed lapse. A new government has to reopen each procedure. This has proved disadvantageous for medium- and long-term reform projects, such as those in the financial market.
