Principle of decentralization

At the ECB, the fact that the ECB uses the national central banks as far as possible to conduct its operations. This ensures that local banks have direct access to the Eurosystem. – On the other hand, this also results in increased needs for coordination. At present (as of the beginning of 2011), there are around sixty committees, working groups and bodies involved in coordination, which is often technically complex and time-consuming and labor-intensive. – See AusschussWahn, clearing, commitment, empowerment, multi-boutique approach, Octopus, subsidiarity principle. – Cf. ECB Annual Report 2000, p. 186.
