This indicator records learners who begin the lower-secondary stage within a national education system for the first time. Students repeating a year at that level are not counted. National authorities determine the underlying definitions, collection methods and any related targets, so coverage and comparability may differ between countries. The data are drawn from national sources and are used to monitor access to lower secondary education.
