A supervisory fee is charged to the supervised institutions for expenses related to European banking supervision, mainly personnel and material costs (personnel costs are calculated with 60 percent of the total amount; costs for traveling, advisory services, and IT with 30 percent and costs for the business premises with 10 percent). For 2015, the ECB estimated the total supervisory fee requirement related to the SSM at EUR 260 million. The ECB issued a separate regulation on the allocation of this amount to the individual banks. This was first published as a draft and then discussed with stakeholders in a public consultation, which was well received by all. On October 30, 2014, the ECB then published the regulation on supervisory fees. – Because the SSM is open to countries outside the euro area, the fees will increase as more countries join the supervisory mechanism. – Banks supervised by the SSM have the advantage of enjoying a relatively high level of trust globally. This lowers their refinancing costs, and the institutions also receive more deposits from customers. An increase in fees for customers to compensate for the additional supervisory fees is therefore not necessarily to be expected.
