Coverage rate is the proportion of children with access to a specified opportunity, such as a service or basic good. In the Human Opportunities Index, it records the aggregate level of access before differences between circumstance groups are considered. A high rate may therefore coexist with unequal access associated with factors such as parental background or place of residence.
