Coverage rate is the proportion of children who receive or attain a particular opportunity. It enters the calculation of the Human Opportunities Index (HOI), but does not reflect how access varies between groups distinguished by circumstances such as family background or place of residence. The measure indicates the extent of access in the population, not the degree to which opportunities are distributed equally.
