Within the EU, a practice of mediation between the three institutions involved in the legislative process, namely – the EU Commission, – the Council of Ministers and – the EU Parliament. In a formal procedure, a conciliation committee is set up, composed in equal parts of members of the Council of Ministers and the EU Parliament; the Commission plays only a moderating (presiding, purely administrative) role and has no voting rights. – However, because trilogue procedures often drag on for a long time, in many cases an agreement is sought in an informal trilogue procedure, particularly in the field of financial market regulation. This is an informal meeting of the parties involved with the aim of reaching an agreement. – See supervisory authority, CRD-IV/CRR package, financial market supervision, European, financial market law, product registration, regulatory framework, unified, system conflict, financial market, trilogue parties. — See BaFin Annual Report 2011, pp. 61 et seq. (informal trilogue procedure regarding deposit insurance and investor compensation), Deutsche Bundesbank Annual Report 2012, p. 97 (trilogue negotiations regarding the Capital Adequacy Directive), BaFin Annual Report 2012, 58 (trilogue procedure for the CRD-IV package), p. 65 (trilogue procedure on amendment of the Deposit Insurance Directive fails).
