For Reading Proficiency Level 3 in public schools, the coverage rate is the proportion of children in public education who reach that level. The measure is used as an input to the Human Opportunities Index (HOI). It describes the rate for the population as a whole and, by itself, cannot identify disparities associated with family or social circumstances.
