Fiscal balancing tricks

Entries in the public budget that are – just barely – permissible under budgetary law, but which hardly convey a realistic picture of the actual budget situation. – In 2011, for example, the federal budget in Germany showed grants to the German Federal Labor Office as loans. Profit distributions from privatization proceeds (frequency auction; public sale of broadband wireless access) were also counted toward the structural budget deficit, contrary to previous practice. – See Statistics Authority, Sustainability of Public Finances. – Cf.
