Eurostat (also in German)

Statistical Office of the European Communities, based in Luxembourg. It has the rank of a Directorate-General of the European Commission and is attached to the Commissioner for Administration, Audit and Anti-Fraud. Among other things, the Office is responsible for calculating the Harmonized Index of Consumer Prices (HICP), which is a key indicator for the ECB’s monetary policy. – This office cannot be blamed for the fact that national statistical offices – as in Greece in particular – sent incorrect data to Eurostat on political instructions. Until more rights and powers were transferred by an EU regulation in July 2010, Eurostat had to put up with the information provided by the individual national statistical offices. Only with the new regulation does Eurostat now have the right to carry out methodological [statistical] visits to a member country. In addition, all EU member states must now provide Eurostat with detailed information on the underlying accounts, the relevant statistical surveys and questionnaires, and other relevant information. Eurostat also has the right to conduct special audits at all levels of statistical recording with regard to the reported figures in connection with the Stability and Growth Pact. – There was criticism of Eurostat because of the recalculation of the gross domestic product from September 2014, which led to a sudden increase in the economic output of the euro states on paper; and as a result, the debt stock fell in relation to the gross domestic product. The statistics authority justified the new calculation by the transition to ESA 2010 (European System of National and Regional Accounts), whereby globally applicable recording methods are also applied in the EU. – See Destatis, European Court of Auditors, European System of Accounts, Greek crisis, Statistics Authority. – Cf. ECB Monthly Bulletin of April 2001, pp. 42 et seq. (problems of statistics in the euro area), ECB Monthly Bulletin of March 2011, pp., 123 et seq. (Code of Practice for Statistical Authorities; a pan-European statistical office as a long-term goal).
