For a specified opportunity, such as a service or basic good, the coverage rate is the percentage of children who have access to it. The measure is used in constructing the Human Opportunities Index (HOI), but it does not distinguish between groups defined by circumstances such as family background or location. A single rate can therefore conceal unequal access: populations with the same level of coverage may differ in how evenly that access is distributed.
