Within the Human Opportunities Index, the coverage rate records how widely a particular opportunity is available to children. It captures the aggregate proportion with access to that opportunity but does not distinguish between groups defined by personal or family circumstances. Populations may therefore have the same coverage rate even when access is distributed differently across those groups. The indicator is interpreted alongside measures of inequality of opportunity, which assess the distribution of access.
