The Administrative Board of Review (ABoR) is a five-person panel that offers an internal challenge procedure for certain supervisory measures issued by the European Central Bank under the Single Supervisory Mechanism. Acting under Article 24 of the SSM Regulation, it reassesses a contested measure when an eligible request is submitted and reports whether the ECB followed the relevant legal and procedural requirements. Its members are appointed for their reputation, supervisory background, and expertise in banking or related financial activities. They must be independent of national supervisory bodies, the ECB, and other EU institutions. The ABoR supports institutional accountability while remaining separate from the ordinary EU banking-supervision decision-making system.
