In Germany, starting in 1874, treasury notes were issued by the National Debt Office in Berlin within a legally defined framework. They were put into circulation in denominations of 5, 10, 20 and 50 marks and were exchangeable for Reichsbank notes or coins at any branch of the Deutsche Reichsbank, but were widely accepted by the public as general means of payment.
