According to Section 241 of the German Civil Code (BGB), anyone who is obliged to render performance to the creditor in accordance with the contract. Unless explicitly stated otherwise, in the context of the financial market the performance refers to the payment of money (a person or entity who is obliged to pay money. If the debt is in the form of a loan from a financial institution, the debtor is referred to as a borrower. If the debt is in the form of securities, such as bonds, the debtor is called an issuer. – In the financial context, the term obligor commonly refers to a bond issuer, who is contractually bound to make all principal repayments and interest payments on outstanding debt.
