HOI: Finished Primary School is an equity-adjusted indicator of primary-school completion. It assesses not only how many children complete this level of education but also whether completion is distributed similarly among children with different circumstances. The analysis may distinguish groups by gender, parental education, household income per person, number of siblings, the presence of both parents, the sex of the household head, and urban or rural location. These characteristics are treated as conditions outside the child’s control. The index rises when completion becomes more widespread, when gaps between circumstance groups narrow, or when both changes occur. It thus combines the level of completion with its distribution across groups.
