HOI: Reading Proficiency Level 2, Public schools indicates how fairly pupils in public schools attain the specified level of reading proficiency. The measure is based on two elements: the proportion of pupils reaching the level and the extent to which attainment differs between groups defined by circumstances beyond the child’s control. The classification uses gender, parental education, the school’s region, the father’s occupation and household assets as a proxy for wealth. The index therefore reflects both the prevalence of the outcome and disparities in its distribution: it rises when more pupils reach the proficiency threshold, when differences between circumstance groups narrow, or when both occur.
