Within the Human Opportunities Index, the coverage rate records the proportion of children who receive a particular opportunity. It measures the extent of access across the relevant population, but not whether that access is distributed evenly among groups distinguished by circumstances such as family background or place of residence. The HOI assesses this distribution separately. A specified opportunity might be reaching a target level of science proficiency in public schools.
