Under Basel I, banks had to meet lower risk management requirements for borrowers from OECD countries. This concession, which can hardly be justified on factual grounds, was dropped under Basel II. – The OECD (Organization for Economic Co-operation and Development) is an institution founded in 1961, to which around thirty leading industrialized countries belong. Its statutory objective is to promote economic development in the broadest sense. The OECD produces studies, recommendations and permanent information; however, it has no supranational legislative power. Its governing body is the Council, with representatives from all member countries. The Secretariat in Paris is headed by the Secretary-General.
