At mid-year 2013, the proportion of female staff at the ECB at the middle management level – heads of division, deputy heads of division, section heads, advisers, senior advisers – was seventeen percent, and at the senior management level – directors general, deputy directors general, directors and principal consultants [Principal Consultants] – only fourteen percent. – The Executive Board of the ECB therefore decided in August 2013 on a program aimed at increasing the proportion of women to thirty-five percent in the first group and twenty-eight percent in the second group by 2019. – Malicious tongues claimed that just a few days after the decision was announced, the number of applications for male-to-female gender re-assignment (surgical and medical treatments intended to bodily change a person from one sexual phenotype to the other) increased significantly within the ECB.
