Deposit insurance, European (Single European protection scheme)

The intention to establish a fund, initially in the euro area and later in the EU as a whole, to which the deposit guarantee schemes of the member countries contribute their capital. However, joint deposit insurance necessarily means joint liability. Joint European liability, however, requires joint European control. In other words, a separate authority would be needed to manage the fund’s capital on the basis of a statute that excludes abuse. – Progress can first be expected in the legal harmonization of national guarantee systems.
