Specifically, the creation of equity out of thin air for ailing banks in some euro area countries. – In Spain, a law was passed in 2012 allowing the broad-based conversion of tax loss carryforwards (an accounting practice that applies the current year’s net operating losses to future years’ profits in order to extinguish tax liability) into hard core capital. – In Italy, the capital shares of individual banks in the central bank Banca d’Italia were valued higher: an increase from 156,000 to 7.5 billion euros. However, the shares in Banca d’Italia are not freely tradable and consequently have no market value.
