The proportionate payment – assessed according to a certain key (reasonable guideline) – which all members of a social association of some kind (= social entity; functional organization) – make to a subordinate or superior body, – in order to compensate for its services for the good of all (= common good: that which is wanted by all members; common good). – The designation of the levy varies in detail, for example St. Peter’s penny with regard to Catholic dioceses and the church leadership in Rome, dike money with regard to islanders and the dike cooperative, group levy with regard to group companies and the group management, house money in the case of an estate with condominiums or district levy with regard to a district and the municipalities belonging to the district. – A levy is in any case a charge insofar as it is payment in money for the services provided to the individual members in each case by definition. – In individual cases, this does not preclude a levy payer from making the payment incumbent on it in assets in accordance with the articles of association or with the consent of the members and after appropriate valuation – for example, the supply of cement to reinforce the dike – or from exchanging this payment obligation for work – for example, the landscaping of the residential complex. – See BaFin levy, subsidiarity principle, transfer, guard money.
