Funds economy (funds welter, funds chaos)

A displeasing term for an opaque structure of the public budget, consisting of many individual pots, of not at all or only loosely connected coffers and funds. Today, it is a matter of course that all public revenues and expenditures are put into a budget, and this budget has to be submitted to parliament. – See contingency fund, financial science, management, supplementary budget, subsidiary fund, nonaffection principle, parafiscus, shadow budget.
Business development bank: A (semi-)state institution set up to support government economic policy measures, such as housing subsidies and wind energy plants. It usually grants subsidized loans for the subsidized projects directly or grants favorable refinancing terms to lending banks.
