Within the Human Opportunities Index (HOI), the coverage rate records how widely a particular service or basic condition is available among children. It is an aggregate measure of access and does not adjust for differences linked to circumstances such as household background or location. Populations with the same coverage rate may therefore still differ considerably in the extent to which access is distributed across circumstance groups.
