限制政府开支的手段，主要在瑞士各州（CH：主要是各州）一级使用。对于某些公共开支，必须征得人民的同意（公民投票：由瑞士全体人民–或各州人民–对某一重要提案表示赞成或反对的投票）。- 见债务制动。
