averaging provision

Reserve averaging allows an eligible institution to comply with its reserve target by reference to its mean balance during a designated calculation window. Its daily holdings may therefore fluctuate, as long as the required level is achieved across the period. This flexibility helps institutions absorb brief liquidity shocks and may limit volatility in overnight lending rates. The mechanism is part of the Eurosystem's minimum-reserve framework.
