Portugal crisis

At the beginning of 2011, it became clear that Portugal, a member of the Eurosystem, was so heavily indebted that it would hardly be able to regain financial equilibrium on its own. As in the case of Greece and Ireland, an aid package had to be put together; Germany had to provide a guarantee of (initially) EUR 15 billion. – It was not only in Germany that this triggered a fierce dispute about how to proceed with Portugal’s aid. Portuguese parliamentarians had rejected as unacceptable a program of their own socialist government that provided for a rigid austerity course with steps such as longer working hours and a wage freeze. The fact that European taxpayers are once again being expected to rehabilitate a country that had obviously lived beyond its means for years has demonstrably led to an increase in dissatisfaction toward Europe in wide circles of the population. The discontent in Germany in particular was intensified because – as in the case of the Greek crisis – the Portuguese public widely blamed the “strong” euro countries, especially Germany and the Netherlands, for their own inability and failure. Even in academic circles, the exit of a member of the Eurosystem, which until then had been regularly and formulaically referred to as “nonsensical” or “out of the question,” was now being discussed. – Due to the poor economic situation, an increased brain drain started in Portugal. In 2011 alone, over 150,000 well-educated younger people left Portugal, most of them migrating to Brazil and Angola. Portugal crisis

Begin 2011 werd duidelijk dat Portugal, dat lid is van het Eurosysteem, zo zwaar in de schulden zat dat het nauwelijks in staat zou zijn om op eigen kracht de weg naar het financiële evenwicht terug te vinden. Net als in het geval van Griekenland en Ierland moest een steunpakket worden samengesteld; Duitsland moest een garantie van (aanvankelijk) 15 miljard euro verlenen. – Dit leidde tot een hevige discussie, niet alleen in Duitsland, over de vraag hoe het nu verder moest met de steun aan Portugal. De Portugese parlementsleden hadden een programma van hun eigen socialistische regering dat voorzag in een rigide bezuinigingskoers met maatregelen zoals langere arbeidstijden en een bevriezing van de lonen, als onaanvaardbaar verworpen. Het feit dat van de Europese belastingbetalers opnieuw wordt verwacht dat zij opdraaien voor de herstructurering van een land dat al jaren duidelijk boven zijn stand leeft, heeft aantoonbaar geleid tot een toename van de ontevredenheid over Europa in brede kringen van de bevolking. De ontevredenheid in met name Duitsland werd versterkt doordat – net als in het geval van de Griekse crisis – het Portugese publiek de “sterke” eurolanden, met name Duitsland en Nederland, op grote schaal de schuld gaf van hun eigen onvermogen en falen. Zelfs in academische kringen werd nu gesproken over de uittreding van een lid van het Eurosysteem, die tot dan toe regelmatig en formulaïsch als “onzinnig” of “kansloos” werd omschreven. – Als gevolg van de slechte economische situatie is in Portugal een toenemende braindrain ontstaan. Alleen al in 2011 verlieten meer dan 150 000 goed opgeleide jongeren Portugal, de meesten van hen migrerend naar Brazilië en Angola.
