Reading Proficiency Level 3 indicates the proportion of children who have access to the opportunity to attain reading proficiency at Level 3. The measure is used as an input to the Human Opportunities Index (HOI) and reports the aggregate access rate. It does not show how access is distributed among groups distinguished by circumstances such as family or social background. The underlying dataset is provided by the LAC Equity Lab.
