In the Human Opportunities Index, the coverage rate denotes the proportion of children who receive or can use a particular opportunity, such as a basic service or a specified educational provision. It describes the aggregate extent of access in a population. By itself, however, the indicator is distribution-blind: it does not reveal whether children from different circumstance groups enjoy that opportunity to the same extent. Differences associated with family background, place of residence or gender may therefore remain hidden. Equal coverage rates can coexist with unequal opportunities.
