Within the Human Opportunities Index (HOI), the coverage rate denotes the proportion of children benefiting from a particular opportunity. It is an aggregate measure of access and does not adjust for differences associated with circumstances such as family background or place of residence. The HOI assesses disparities between these groups separately from the overall prevalence of the opportunity.
