Within the Human Opportunities Index, coverage denotes the share of children who meet the access criterion for the opportunity under review. At Mathematics Proficiency Level 2, for example, it is the proportion attaining that proficiency threshold. The measure describes the aggregate extent of access, but is not adjusted for disparities associated with circumstances such as family background or place of residence.
