Legal convergence denotes the changes required in a Member State’s domestic law before its central bank can participate fully in the EU monetary framework. The relevant provisions must conform to the Treaty on European Union, the Treaty on the Functioning of the European Union and the Statute of the European System of Central Banks and of the European Central Bank. This alignment enables the national central bank to join the European System of Central Banks. Where the country introduces the euro, it also establishes the legal basis for the bank’s inclusion in the Eurosystem.
