A fixed-rate tender is a central-bank liquidity operation conducted at a rate set beforehand. Participating counterparties submit bids stating the volume of funds they wish to obtain or transact at that rate. The tender thus determines the quantity demanded, while the interest rate remains fixed rather than emerging from competition among the bids.
