## Definition

GE(1), commonly called the Theil index, quantifies how unevenly income or another welfare indicator is distributed among people or households in an urban population. The measure belongs to the Generalised Entropy class. Its decomposition property permits total inequality to be apportioned between disparities among defined groups and disparities within them; the groups may be geographic areas or socioeconomic categories. Unlike the Gini coefficient, the resulting figure is not readily translated into an intuitive statement about the distribution. Analysts therefore tend to use GE(1) for comparisons between populations or periods, often alongside other inequality measures.
