## Definition

A private company or consortium, usually with the participation of banks, - finances and builds a larger project, such as the construction of a road or a waste incinerating plant, - operates the asset for a longer period of time (commonly up to 25-30 years) and collects the revenues from the use of the plant in order to transfer it to a public authority at the end of the agreed period of use. - The fact that, in contrast to the USA and Europe, operator models are rare is mainly explained on the supply side. Apparently, the risk of being expropriated by a decision of parliamentary institutions before the cost-covering operating life has expired seems too high for any operating companies. - See capital protection.
